Florida Governor Ron DeSantis announced sweeping restrictions on welfare spending Monday, making the Sunshine State the first in the nation to bar Temporary Assistance for Needy Families benefits from covering tattoos, tanning beds, tobacco products, and entertainment purchases. The reforms target taxpayer accountability while maintaining assistance levels for eligible families.

First-in-Nation Welfare Reforms Target Fraud

DeSantis is coordinating with the Trump administration to amend Florida’s TANF State Plan, implementing guardrails on how recipients spend Temporary Cash Assistance benefits distributed through EBT cards. The governor’s office clarified the changes will not reduce the roughly $250 monthly assistance the average household receives. Instead, the reforms ensure funds go toward necessities including groceries, clothing, medicine, and utility bills rather than discretionary purchases.

The expanded restrictions prohibit welfare funds from purchasing tobacco, nicotine, and vaping products; illegal drugs and intoxicants; pornography and adult entertainment; video games, theme park tickets, and entertainment subscriptions; tattoos, spa treatments, and tanning services; plus psychic and fortune-telling services. These additions build on existing Florida prohibitions against using EBT cards for alcohol purchases and transactions at casinos, adult entertainment venues, and gambling establishments.

Trump Administration Partnership on Implementation

State officials confirmed they are working closely with federal partners to finalize the amended TANF plan before submitting a formal request to Washington. Interim Secretary for the Florida Department of Children and Families Kate Williams told reporters the implementation timeline remains under development as the state plan undergoes amendments. Williams pledged clear communication with both retailers and benefit recipients once details are finalized.

The welfare program serves needy families with children under 19 and certain pregnant women, with adults limited to 48 months of lifetime cash assistance. DeSantis emphasized the reforms aim to eliminate fraud and improve transparency while continuing support for Floridians genuinely requiring assistance.

Presidential Contender Sets National Example

The Republican governor, widely viewed as a potential 2028 presidential candidate, framed the reforms as protecting taxpayer dollars while helping families overcome barriers toward financial independence. DeSantis stated taxpayer-funded assistance should help families meet basic needs rather than fund luxury items or inappropriate purchases. The announcement positions Florida as a pioneer in welfare accountability, potentially setting a template for other Republican-led states seeking similar reforms. No other state has implemented comparable comprehensive restrictions on TANF benefit usage.
