Newly declassified documents reveal the FBI launched a covert investigation to determine whether President Trump was acting as a Russian asset after he fired FBI Director James Comey in May 2017, raising fundamental questions about federal law enforcement’s approach to investigating a sitting president.

Secret Investigation Launched After Comey Firing

The FBI opened a probe codenamed “Oxferd Comma” on May 16, 2017, just days after Trump dismissed Comey. According to the released memos, investigators sought to determine whether Trump was “directed by, controlled by, and/or coordinated activities with, the Russian Federation in a manner constituting a threat to the national security of the United States.” The documents also show the Bureau investigated potential obstruction of justice. Deputy Attorney General Rod Rosenstein appointed Robert Mueller as Special Counsel one week after Comey’s termination to oversee the expanding investigation.

The probe remained active until April 9, 2019, when Mueller’s final report concluded that investigators did not establish coordination between the Trump campaign and Russian government. Mueller did confirm Russia attempted to influence the 2016 election through social media disinformation and hacking Democratic Party emails. The investigation effectively ended when Mueller prepared to finalize his findings.

Durham Report Reveals Clinton Campaign Connection

Attorney General William Barr appointed John Durham in 2019 to review how the FBI initiated its Russia investigation. Durham concluded in 2023 that the Bureau lacked sufficient factual basis to open the full Crossfire Hurricane investigation and exhibited bias by departing from standard procedures. A declassified annex to Durham’s report shows officials had concerns about Clinton’s campaign plan to link Trump to Russia and Putin.

The annex includes a 2016 letter from Leonard Benardo of the Soros-founded Open Society Foundations. Benardo wrote that “Julie says it will be a long-term affair to demonize Putin and Trump” and referenced the FBI putting “more oil into the fire.” The report identifies Julie as Julianne Smith, a Clinton foreign policy advisor during the 2016 campaign.

Comey, appointed by President Obama in 2013, oversaw the launch of Crossfire Hurricane in July 2016 after the FBI received information that Trump campaign adviser George Papadopoulos suggested Russia possessed damaging information about Hillary Clinton. The same investigation examined Clinton’s private email server use. Comey sent a letter to Congress days before the 2016 election announcing the discovery of potentially pertinent emails, which Trump’s administration initially cited as justification for his dismissal.
